Mr. Juma Samuel is a seasoned Community Development Officer with extensive experience in various roles within community development and government sectors. He holds a B.A. in Sociology (2004) and an M.A. in Sociology (2010) from the University of Dar es Salaam.

Mr. Samuel began his career at Mwanza City Council as a Community Development Officer in April 2005, where he served until 2019. In 2020, he transitioned to the Ministry of Health, Community Development, Gender, Elderly, and Children, working in the Child Development Department as a Senior Community Development Officer.

In April 2021, he was appointed Assistant Director for the Parenting and Family Support Section in the Child Development Department. From June 2021 to July 2022, he served as Assistant Director for the Community Development Section, coordinating special groups (Machinga) within the Ministry of Community Development, Gender, Women, and Special Groups.

Since August 2022, Mr. Samuel has been the Acting Director for the Special Groups Unit. In November 2022, he was appointed Director for the Special Groups Unit, where he is responsible for coordinating the economic development of small traders (Machinga) and other related groups as mandated by the Ministerial Instrument.
