African countries are faced with the challenge of building competitive economies while also working to reduce poverty and food insecurity among their populations. For many of these countries, Tanzania included, the experience has been that while the economy has begun to grow consistently, the benefits do not trickle down to most of the population. To address this problem, governments and other stakeholders have adopted various policies and tools aimed at stimulating economic activity.
